International Economies of Scale and the Gains from Trade

In this paper, we present a two-country trade model with external economies of scale that emerge on an international level but are partially localized in each country. First, we show that the larger country exports the good produced in an industry with external economies of scale in the trading equilibrium. Second, we investigate the welfare effects of trade for the following two cases: (I) the case where external economies are completely localized in autarky; (II) the case where external economies are internationally effective in autarky. In case (II), it is shown that trade can be welfare-decreasing for both countries.

由于各国经济发展水平、经济资源优势和经济国际化程度不同,各国都制定符合各自经济政策目标的国际投资税收政策,采取的税收优惠政策的侧重点也各不相同。跨国企业集团在制定投资战略时应注重分析各国引导投资的侧重点并充分加以利用,在投资战略选择中,必须慎重确定投资所在国的重点优惠项目或重点优惠地区,全面考虑投资国和投资所在国之间的国际税收协调性,正确认识资本投入量同税收负担与其他投资环境要素之间的关系。应以全球的观点进行国际化投资战略规划,以谋求集团整体税收负担的最小化和整体投资收益的最大化     

Pollution Control in Open Economies: Implications of Within-period Interactions for Dynamic Game Equilibrium

This paper examines a two-country, dynamic game model of pollution control in the presence of economic interactions between countries within a period, as well as the environmental interaction between periods (i.e., a change in the stock of global pollution). These economic interactions emerge because of changes in the terms of trade of polluting goods or the market share of domestic polluting industries. It is shown that if within-period externalities exist, a noncooperative equilibrium may result in a smaller stock of global pollution in the steady state than does international cooperation. Moreover, the properties of equilibrium paths depend on the direction and size of such externalities. In addition, trigger strategy equilibria that achieve the outcome of the collusive solution are examined.     

The New Characteristics of the International Capital Circulation and the Strategic Readjustment of China＇s Utilizing Foreign Capitals

This essay proposes the concrete view that China＇s strategy of utilizing foreign capitals to adjust again on the foundation of explaining new characteristics of international capital circulation, namely, expanding the foreign investments of the service trade, strengthening efforts to attract outside investment of the Midwest, attracting trans-corporation＇s investment, etc., Chinese enterprises actively move towards overseas investment and create the policy environment that can contribute to absorbing the foreign capitals as well as making national economy benefit from it.     

国际资本流动的新特点与我国利用外资的基本思路

中国正式加入WTO，标志着中国对外开放进入了一个新的阶段，本文试图在分析国际资本流动的新特点的基础上，从完善市场经济制度和投资环境，引资方式创新，发挥利用外资对结构调整战略的配合作用，以及利用外资与宏观经济目标的相互协调等方面，提出中国利用外资的基本思路。     

Regional integration: an empirical assessment of Russia

Using a statistical model of commodity trade, we quantify the evolution of regional economic integration within Russia during 1995–1999, and explore potential determinants of this evolution. Our integration measure exhibits rich regional variation that, when aggregated to the national level, fluctuates substantially over time. In accounting for this behavior, we draw in part on theoretical models that emphasize the potential role of openness to international trade and regional disparities in income in threatening economic integration. Controlling for a host of additional regional- and national-level variables, we find a strong negative correspondence between openness to international trade and internal economic integration.     

Equilibria in large economies with a separable Banach commodity space and non-ordered preferences

The purpose of this paper is to provide an existence result of equilibria for economies with a measure space of agents, a non-trivial production sector and an infinite dimensional commodity space. The commodity space is modeled by an ordered separable Banach space whose positive cone has a non-empty interior. The discretization approach proposed in this paper, allows us to extend the existence results in Khan and Yannelis [Equilibrium in markets with a continuum of agents and commodities. In: Khan, M.A., Yannelis, N.C. (Eds.), Equilibrium Theory in Infinite Dimensional Spaces. Springer, Berlin, 1991] and Podczeck [Economic Theory 9 (1997) 585] to economies with a non-trivial production sector and with possibly non-ordered but convex preferences as well as partially ordered (possibly incomplete) but non-convex preferences.     

相互制农业保险在我国的困境及适用性

相互制保险在农业保险领域有着明显的优势。然而,相互制保险管理制度上的缺陷及其与农业保险的矛盾制约着相互制农业保险的发展。目前,在我国合作意识不强、农村合作经济组织发育不健全的情况下,开展相互制农业保险还有一定困难。因此,要开展相互制农业保险,必须选择合适的范围和地区,并对相互制保险进行制度创新,为相互制农业保险提供财政补贴,建立再保险机制,加强引导,减少行政干预。     

美、德农业社会化服务提供的启示

美国的农业社会化服务主要由三个部分组成：农业公共服务体系、集体农业服务体系和私人农业服务体系。公司＋农场、公司＋农户以及合作供销是美国农业社会化服务的三种形式。德国的农业社会化服务体系在于农业专业合作社组织的成功发展,尤其是健全的农村金融服务体系,由一个具有三级层次结构的分权型组织组成,通过立法和提供一些优惠政策,政府在服务体系中起了重要作用。我国农业社会化服务体系的组成和服务形式与美、德十分相似,在推动农村经济发展方面却有一定差异,美国和德国农业社会化服务的经验对中国农业社会化服务的发展具有重要启示。     

Research on the Present Situation and Countermeasure of the Development of Chinese Architectural Industry

Along with the development of Chinese social economy and the innovation of government policy, Chinese Architectural Industry is playing a more and more vital role in the entire national economy. This paper first abstracts the connotation and basic characteristic of the Architectural Industry, then discusses the present situation of the development of Chinese Architectural Industry and carries on the analysis on the entire construction industry. Finally discusses the development tendency of Chinese architectural industry, and put forward the corresponding policy proposals to its developmental strategy.
